It is hereby made the duty of the attendant or person in charge, together with the licensee, to:
(A) Keep at all times the register of all occupants as hereinbefore provided;
(B) Maintain the park in a clean, orderly, and sanitary condition at all times;
(C) Cut and control all noxious weeds;
(D) Post speed limit signs meeting the specifications of the City Engineer at the entrances of the park restricting motor vehicle traffic to not more than 15 mph;
(E) Notify the Building Inspector whenever a space is vacated;
(F) Notify the Building Inspector before a mobile home is placed in a new or vacated space;
(G) See that the provision of this chapter and all other applicable laws and ordinances are complied with; and
(H) Cap all sewers not connected to a mobile home trailer.
