Every person who shall be engaged in the business of dealing in secondhand goods shall, before engaging in the business, obtain a license to do so as set forth in this subchapter, provided that this section shall not apply to licensed automobile dealers, nonprofit charitable organizations, retail businesses where the sale of secondhand goods comprises less than 25% of sales, or sale of used books or clothing.
