The construction of all sidewalks, whether to be done by direct contract with the city or by contract with the abutting property owner, shall be done in accordance with specifications for sidewalks on file in the office of the City Engineer. The Street Superintendent shall have full power to condemn work and/or material not in accordance with the requirements of the specifications.
