§ 96.31 LIABILITY INSURANCE.
   The contractor shall carry liability insurance which shall save harmless the city and protect the public and any person from injury or damage sustained by the reason of the prosecution of the work or the handling or storing of materials therefor. Prior to the beginning of any work in city right-of-way, the contractor shall furnish the City Finance Officer with proper affidavit, or affidavits, executed by the representatives of duly qualified insurance companies, evidencing that the insurance company, or companies, have issued liability insurance policies effective during the year of construction. The affidavit shall specifically evidence the following form of insurance protection:
 
Bodily injury and property damage liability insurance covering all operations performed by the contractor or his employees.
The minimum protection shall be as follows:
   (1)    Public liability insurance and vehicle liability insurance:
      Each person --------------------------- $1,000,000
      Each accident ------------------------- $1,000,000
   (2)    Property damage, general liability insurance:
      Each accident ------------------------- $1,000,000
