No person shall locate, construct, or maintain any gasoline or oil filling station or pump, in whole or in part in or upon any street, alley, sidewalk, parking, or other public ground. All gasoline or oil filling stations or pumps shall be constructed and maintained only upon private property and not closer than 11 feet to the lot line.
