The grades of the streets and alleys in the city as shown on the street and alley profiles on file in the office of the City Engineer are hereby established and designated as the official grades of the streets and alleys of the city and the profiles on file as aforesaid in the office of the City Engineer are incorporated herein by reference and adopted as the official record of grades of streets and alleys in the city.
