§ 92.02 POWERS AND DUTIES OF CHIEF.
   (A)   Under the general supervision of the City Manager, the Fire Chief shall, in all cases of fire, have sole and absolute control over all persons connected with the Fire Department. It shall be his or her duty to attend every fire which may occur within the city limits of this city, and to cause the several engines and other apparatus to be properly placed and to be worked in the most effective manner possible for the extinguishment of the fire. And it shall be the duty of the Assistant Chiefs to see that his or her orders are faithfully executed.

   (B)   The Fire Chief shall have authority:
      (1)   To investigate the causes of fires and shall keep a record of all arrests and investigations;

      (2)   To appoint a patrol with police power during and immediately after a fire;
      (3)   In cases of fire to establish limits wherein no person or persons shall be allowed to come except firefighters, officers of the law, and the owners of property within the limits so prescribed;
      (4)   To summon any public or private conveyance to his or her assistance to haul or convey fire apparatus to a fire, and in emergencies to call any male citizen to aid the Fire Department in extinguishing a fire; and
   (C)   In the absence of the Fire Chief from any fire, or upon any other occasion requiring the exercise of his or her official function, the next highest officer in the Department, who is present, shall act in his or her stead, and the officer so acting as Chief, shall, for the time being, be invested with all the authority of the Fire Chief.
