The airport shall be under the control of the City Manager. The Airport Manager is hereby charged with the duty of maintaining and operating the airport, under the terms and provisions of resolutions adopted by the Council. The City Manager is hereby authorized to promulgate the rules and regulations as may be deemed necessary or advisable for the proper management, control and operation of the airport. The rules and regulations as are adopted shall be in full force and effect upon the filing of copies of the same with the City Finance Officer and shall be subject to the violation penalties of this chapter.
