For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
HOLIDAY. Each day designated by South Dakota statute as legal holiday.
OPERATOR. Every individual who shall operate or drive a motor vehicle.
PARKING METER. A coin-operated mechanical device located upon a public street or sidewalk in a plate designated by the city as a parking meter zone hereinafter defined, which device shall record a certain number of minutes by the use of a clock mechanism determining the period of time for which parking privileges may be extended to the person depositing a coin therein.
STREET. Any public street, avenue, road, boulevard, highway, or other public place located in the City of Vermillion and established for the use of vehicles.
VEHICLE. Any device in, upon, or by which any person or property is or may be transported upon the highway, except a device which is operated on tracks or rails.
