(A) Control of bicycle. No person shall ride or propel a bicycle upon any street except in a careful manner and unless the person shall be capable of efficient control and operation of the bicycle.
(B) Carrying passenger.
(1) No person shall operate a bicycle within the jurisdictional limits of the city carrying another person or persons thereon unless:
(a) The bicycle is equipped and operated in such a manner as safety to accommodate the carriage of the additional person or persons;
(b) The bicycle is at all times subject to the efficient, full, and safe control of the operator; and
(c) The bicycle is operated so as in no way to hamper or to interfere with pedestrians or legitimate vehicular traffic or to endanger or expose to injury any person or property.
(2) The provisions of this division (B) shall not be construed to prohibit the carriage of a minor child or children on a bicycle operated during daylight hours by a parent or guardian of the child or children, or by an adult person with the consent of the parent or guardian of the child or children, provided that any such bicycle and the operation thereof fully comply in each and every respect with all the regulations and requirements of this section and chapter.
(C) Riding abreast. Persons riding bicycles upon a street shall not ride or propel a bicycle abreast of more than 1 other person riding or propelling a bicycle.
(D) Carrying packages. No person riding a bicycle shall carry any package, bundle, or article which prevents the rider from keeping both hands upon the handlebars.
(E) Speed. No bicycle shall be ridden faster than is reasonable and proper, but every bicycle shall be operated with reasonable regard to the safety of the operator and others.
(F) Interfering with pedestrians. No person shall ride or propel any bicycle upon any highway in the city in such a manner as to interfere with any pedestrian thereon.
