§ 70.146 BRAKES AND LIGHTS.
   (A)   Every bicycle when operated upon a highway shall be equipped with a brake adequate to control the movement and to stop the bicycle whenever necessary.
   (B)   Every bicycle upon any street during the period from ½ hour after sunset to a half hour before sunrise and at any time when there is not sufficient light to render clearly discernible any person on the street at a distance of 200 feet ahead shall be equipped with a lighted front lamp exhibiting a white light visible from a distance of at least 300 feet to the front and with a rear red lamp or reflector so designed and maintained as to be visible from a distance of 200 feet from the bicycle.
