No person shall remove a vehicle impounded by the city because of violation of the traffic ordinances until all fines or bonds, towing and storage fees have been paid to the city. A violation of this section is punishable in accordance with § 10.99 and may, in addition, subject the offender to criminal liability and charges therefore.
