§ 70.091 STALLED VEHICLES.
   No person operating a motor vehicle upon the public streets shall allow the vehicle to become partially or wholly stalled so as to impede street cleaning or other traffic within the roadway because of the condition of the streets. A person in violation of this section shall be punished by a fine set by resolution.
