It shall be unlawful for the driver or operator of a motor vehicle to drive or operate the motor vehicle in or upon any public park, playground, or other public recreation area or upon any school grounds in the city except upon a street, alley, or driveway designated for motor vehicle travel, or except when the vehicle is being used for some authorized work or purpose or for loading or unloading goods and materials.
