§ 70.040 DRIVER’S PERMIT REQUIRED.
   It shall be unlawful for any person to drive or operate, upon the public highways and streets of the city, any motor vehicle without first having secured and having in his or her present physical possession a valid driver’s permit issued by the state of his or her residence.
