Where he or she deems it necessary for the safety of pedestrians, the City Manager or his or her designee is hereby empowered to establish safety zones on any highway, and to cause the same to be clearly marked. He or she is also authorized to mark lanes for traffic on pavements at the places as he or she deems it advisable.
