The City Manager or his or her designee is hereby authorized to establish and to designate and shall thereafter maintain by appropriate devices, marks, or signs, upon the surface of the highway, crosswalks, approximately equal in width to the adjacent sidewalk at all intersections, where, in his or her opinion, there is particular danger to pedestrians crossing the highway.
