(A) The storm drainage fee established in section § 53.135 shall be an annual charge. The first half of the fee is due on April 30, and the second half is due on October 31, of the same year, payable at the office of the County Treasurer of the county within which the land parcel lies.
(B) These fees shall be remitted or turned over to the Finance Officer of the City of Vermillion, at least once a month, by the County Treasurer.
