The purpose of this subchapter shall be to establish procedures for determining a user service charge which will generate sufficient revenue to pay all costs for the administration and operation and maintenance of the complete waste water system and retire outstanding capital improvement bonds. The costs shall be distributed to all users of the waste water system in proportion to each user’s contribution to the total loading of the treatment works.
