§ 53.095 CONSUMER’S RESPONSIBILITY.
   (A)   Any water meter which is damaged by freezing or otherwise, through the fault or negligence of the party for whom the meter has been installed, or any tenant of the person, or any member of his or her family, or in his or her employ or under his or her control, shall be repaired or replaced, as the case may require, at the cost and expense of the person for whom the meter was installed.
   (C)   In case of neglect or refusal to pay the same on demand, the water supply may be turned off or meter removed, or both, and shall not be turned on again until the cost is paid, together with the costs of turning off and on.
