A minimum deposit of an amount to be set from time to time by resolution shall be required of all residential users of electricity who are not owners of the premises they occupy. The minimum deposit for business houses shall be in an amount to be fixed by the Electric Superintendent and Finance Officer and shall be in an amount equal to the estimated costs of electrical energy to be used in one month, but not less than the minimum deposit required from residential users of electricity who are not owners of the premises they occupy.
