Any person having been an officer of the city shall, upon the expiration of his or her term of office or upon his or her removal from office, deliver to his or her successor in office, or to whomsoever the Council may direct, all property, books, and effects of every description in his or her possession, belonging to the city or pertaining in any way to the office.
