§ 31.02 APPOINTMENT; TERMS; QUALIFICATIONS.
   (A)   The City Finance Officer, the City Attorney, and the Library Board of Trustees shall be appointed by the Mayor with the approval of the Council and may be removed at anytime by the governing body. All other officers and employees, including all members of boards and commissions, except as otherwise provided by law, shall be appointed by the City Manager.
   (B)   The City Manager shall serve an indefinite term.
