§ 30.18 RULES OF BUSINESS.
   (A)   Quorum. A majority of the Council shall constitute a quorum for the transaction of business, but a smaller number may adjourn from time to time and may compel the attendance of absent members.
   (B)   Voting. Each member of the Council who shall be present when any question is submitted shall vote thereon unless excused by the Council. The yeas and nays shall be taken upon all questions and entered upon the journal.
   (C)   Majority vote. A concurrence of a majority of the members voting shall be necessary to take effective action by the Council; provided, however, that it shall require the affirmative vote of a majority of the members-elect to pass any ordinance or to adopt any resolution providing for any local improvement or the sale of any real estate belonging to the city.
   (D)   Rules of order. The rules of order shall be adopted in Council rules and procedures.
