§ 30.17 MEETINGS OPEN TO PUBLIC; INTERFERENCE WITH MEETINGS AND THE LIKE.
   All meetings of the Council, whether regular or special, shall be open to the public, but no person not a member of the Council shall participate in the deliberations or address the Council without permission to do so.
