§ 30.16 SPECIAL MEETINGS; CALL AND NOTICE.
   (A)   Special meetings of the Council may be called in 1 of the following 3 ways:
      (1)   By the Mayor;
      (2)   By the Acting Mayor; or
      (3)   By the City Manager, upon the written or oral request of 3 members of the Council.
   (B)   When a special meeting is called, the call shall be made by the City Manager, by conveying the notice in person either orally or in writing, stating the time, place, and purpose of the meeting.
