The regular meeting of the Council, unless otherwise called, shall be in the Municipal Building, in the Council rooms, in the city, at 7:00 p.m. on the first and third Mondays of each month. When the regular meeting falls on a legal holiday, then the regular meeting shall be held on the following day.
