Except as otherwise provided in this code or by state law, the provisions of this code shall be applicable in and over all territory within the corporate limits of the city and any public ground or park belonging to the city, whether within or without the corporate limits, and in and over all places, except within the corporate limits of another municipality, within 1 mile of the corporate limits of the city or of any public ground or park belonging to the city outside the corporate limits.
