(a) The Traffic Control Map, dated May 17, 1963, consisting of twelve sections depicting the entire City and all of the existing traffic control devices in the City, a copy of which Traffic Control Map is attached hereto and made a part of this section, is hereby adopted as the official Traffic Control Map of the City as provided in Section 406.01.
(b) Council may amend the Traffic Control Map by ordinance, but no such ordinance shall be enforceable until after the effective date of the ordinance and until the official signs, signals, markings or parking meters are erected or placed in proper position. The Police Department, upon receipt of a copy of the amending ordinance, shall record the information and amend the Map to conform with the ordinance's provisions. All traffic control devices placed pursuant to the provisions hereof shall conform to the Ohio Manual of Uniform Traffic Control Devices for Streets and Highways as set forth in Ohio R.C. 4511.09.
