(a) The Vermilion Port Authority shall, from time to time, have the power to formulate rules and regulations pertaining to the use of guest docks, piers and wharves, the condition of watercraft, and harbor operations of watercraft, within the harbor of the City. Upon ratification thereof by Council, such rules and regulations shall have the effect of law and no person shall violate or fail to comply with the same. (Ord. 85-69. Passed 12-2-85.)
(b) The rules and regulations recommended by the Vermilion Port Authority to Council, dated June 9, 2011, are hereby ratified and adopted, the same being attached to original Ordinance 2011-43, passed August 1, 2011, marked "Exhibit A" and made a part hereof by reference as if fully written herein.

(c) The Vermilion Port Authority shall, from time to time, cause such rules and regulations to be amended and submitted to Council for its ratification in order to foster watercraft safety for the best public interest of the harbor of the City.
