The Vermilion Port Authority shall be governed by a Board of Directors composed of five members appointed by the Mayor with the advice and consent of Council. The directors first appointed shall serve staggered terms as follows: one director for a term of one year, one director for a term of two years, one director for a term of three years and two directors for a term of four years each. Thereafter each successor director shall serve for a term of four years, except that any person appointed to fill a vacancy shall be appointed to only the unexpired term of the vacancy.
