(a) The position of City Engineer is hereby established.
(b) The Mayor is hereby authorized to employ a professional engineer to serve as City Engineer to perform such services and duties as are established by Section 246.02 or, at the Mayor's option, to employ a firm of professional engineers which shall be appointed by the Mayor and confirmed by Council and which firm may be relieved of such appointment in a similar manner.
