The Utilities Manager shall be charged with the general overall operation of the Water and Wastewater Treatment Plants and shall assume all other duties as directed by the City Charter. The Manager shall be in charge of designing and directing work methods for the Water and Wastewater Treatment Plants and shall project future needs of the City in its water and sewer operations.
