230.02 STREET MAINTENANCE FOREMAN.
   (a)   The position of Street Maintenance Foreman is hereby established in the classified service of the City.
   (b)   The Street Maintenance Foreman shall be appointed by the Mayor and the Director of Public Service. He or she shall report to and be directly responsible to the Street Superintendent, who shall direct his or her work effort, and he or she shall cooperatively work with all department heads in carrying out public maintenance and repair functions. The Street Maintenance Foreman shall ordinarily be in the classified competitive civil service of the City, and he or she shall be subject to layoff, transfer, reduction, suspension or removal by the initial action of the Director. The Mayor and the Director shall establish job specifications for the Street Maintenance Foreman, which specifications shall include the following, among others: cooperating with administration and all other department heads in effecting maintenance and repair operations; reporting work progress to the Mayor, the Director and affected department heads upon a regular basis; being familiar with City owned equipment and keeping it in repair and good working order; keeping adequate tools, supplies, parts and other appurtenances on hand and secured in order to carry on departmental functions; cooperating with official requests in liaison with the Mayor; training, orienting and educating department employees in the maintenance of equipment; and offering suggestions, innovations and guidance to fellow employees and the City administration involving repair and maintenance functions.
 
   (c)   The Street Maintenance Foreman shall be compensated in accordance with Range 10 of the Wage and Salary Schedule of the City. The exact rate of pay shall be established by the recommendation of the Director and the approval of the Mayor.
