(a) The Division of Streets is hereby reorganized to provide for the creation of officially designated job titles and descriptions and order of chain of command, as follows:
Street Superintendent
Street Maintenance Foreman
Assistant Foreman (as authorized by the Mayor)
Equipment Operator II (as authorized by the Mayor)
Equipment Operator I (as authorized by the Mayor)
Equipment Operator Trainee (as authorized by the Mayor)
Laborer II (as authorized by the Mayor)
Laborer I (as authorized by the Mayor)
(Adopting Ordinance)
(b) Appointments to such positions shall be made by the Mayor as appointing authority in accordance with the budgetary appropriations made by Council in order to provide salaries for Division personnel. The positions of Equipment Operator II, Equipment Operator I and Equipment Operator Trainee shall be within the classified competitive civil service of the City. The position of Laborer I and Laborer II shall be in the classified but noncompetitive service of the City and the position of Assistant Foreman shall be within the classified competitive civil service of the City. The Mayor shall be both the appointing authority and the removing authority.
(c) The Mayor shall establish both specifications and job descriptions for each of such positions and shall file the same, along with a copy of this section, with the Civil Service Commission. Appointees to such positions shall be paid in accordance with the general payroll plan of the City and grades, steps and classifications established thereby and in accordance with budgetary appropriations made by Council.
