226.01 ASSISTANT LAW DIRECTORS; ASSISTANT PROSECUTORS; SPECIAL LEGAL CONSULTANTS.
   (a)   The Director of Law is hereby authorized to designate and appoint, in writing, temporary or interim Assistant Law Directors or Assistant Prosecutors or special legal consultants to act on behalf of the City or the State, particularly in Municipal Court sessions when, for any bona fide reason, the Director of Law or the Prosecutor cannot attend an important appearance date or special legal services are required by the City. The Director of Law shall have the sole discretion to choose a competent practicing attorney at law for such temporary appointment. However, the Director of Law shall inform the Mayor of the reasons for and other necessary facts concerning such assistance designations, specifying the reason, scope of service and duration of such temporary appointment.
   (b)   Such temporary Assistant Law Directors, special legal consultants and Assistant Prosecutors shall serve without additional compensation to the primary legal representatives of the City, unless, due to unusual circumstance or hardship, the Director requests, and the Mayor approves, per hourly or per diem legal compensation for those persons serving in such consulting or temporary capacities and budgetary appropriations are or can be made available therefor. If additional payment is so requested and approved, the Director of Finance shall make payment therefor upon the presentation of invoices approved by the Law Director and the Mayor from funds heretofore or hereinafter lawfully appropriated for such purposes.
