(a) All ordinances and resolutions of Council, and all other acts and proceedings which Council deems should be published, shall henceforth be published by having one copy of each ordinance, resolution, act or proceeding posted in each of the following six places for a period of not less than fifteen days prior to the taking effect thereof:
(1) Vermilion Public Library.
(2) Fire Station - Berkley Road and Overlook Road.
(3) Brownhelm Town Hall Garage.
(4) Vermilion City Hall - 5511 Liberty Avenue.
(5) Municipal Court/Council Facility - 685 Decatur Street.
(6) Vermilion City Garage - Devon Drive.
(b) The Clerk of Council is hereby directed to make an annual certificate as to each of such publications by posting, which shall list the places where the posting was done and the dates of the posting, and he or she shall make such earlier certificates as may be required by law or upon request.
