Regular municipal elections shall be held on the first Tuesday after the first Monday of November in each odd-numbered year commencing with the year 1963. All candidates for elective municipal offices shall be nominated by petition and all petitions, ballots and ballot labels shall be without party mark or designation. The names of all candidates shall be rotated, insofar as possible, in the manner provided by the election laws of the State of Ohio. Except as otherwise provided in this Charter, all elections shall be held and conducted and the results thereof ascertained and certified as provided by the general laws of the State of Ohio.
