SECTION III-3. Organization.

At 8 p.m. on the second day of January, 1962, and on the second day of January of each even-numbered year thereafter (or if such date be a Saturday or Sunday, then the following Monday), the Council shall meet in the Council Chamber for the purpose of organization. The Council shall adopt its own rules, regulations and/or by-laws except as otherwise provided in this Charter.
