(a) All dumpsters shall be maintained in a reasonably clean manner.
(b) It shall be the duty of the owner of the residence or establishment upon whose premises the dumpster is maintained to ensure that the dumpster is emptied on a regular basis.
(c) It shall be the duty of the owner to maintain the area in and around the dumpster in a manner to prevent an infestation of insects or rodents.
(d) No owner shall dispose of hazardous waste, offensive or dangerous substances or any type of liquids that may accumulate or anything of an unsightly, noxious or offensive nature.
