(a) All new commercial properties shall be effectively screened from the view of the public. If any dumpster is visible from any road, street, avenue, walkway or sidewalk, a fence or other obscuring wall of enough height to shield the dumpster on three sides from the public view shall be constructed, except in cases of extreme elevation.
(b) Dumpsters shall be maintained in good repair and shall be of a size enough to contain the accumulation of trash therein. No garbage or trash shall be permitted to accumulate in the area surrounding the dumpster.
(c) Dumpsters shall be constructed and maintained with lids and/or doors which are capable of being completely closed.
(d) All refuse disposal dumpsters, containers and refuse storage areas must be fully enclosed on three sides by a solid wood or simulate wood screen fence, an opaque masonry wall (stone, stucco or brick) or principal structure wall at least six feet in height. The enclosure must be gated. The wall may not serve as the required gated enclosure.
