(a) “Dumpster/roll offs.” A rigid container generally used for routine collection, temporary storage of solid waste, garbage, construction material, industrial and other waste material on a temporary or permanent basis.
(b) “Owner” means any person who alone or jointly, or severally with others:
(1) Has legal title to any structure, building, dwelling or dwelling unit with or without accompanying actual possession thereof; or
(2) Has charge, care or control of any structure, building, dwelling or dwelling unit, as owner or agent of the owner, or where the property has been abandoned by the person having legal title, as mortgagee or as the mortgagee's agent exercising charge, care or control of the structure, building, dwelling or dwelling unit, including being charged with the responsibility of maintaining same, or as executor, executrix, administrator, trustee or guardian of the estate of the owner. Any such person thus having charge, care or control of any structure, building, dwelling or dwelling unit, including being charged with the responsibility of maintaining same, shall be bound to comply with the provisions of this chapter and of rules and regulations adopted pursuant thereto, to the same extent as if he were the owner.
