1440.06 FEE EXEMPTED ORGANIZATIONS; MAYOR'S DUTIES.
   (a)   The building permit fees provided for in this chapter, and the fees for occupancy and zoning certificates levied under Section 1262.05 of the Planning and Zoning Code, shall be waived when the record owner of the premises to be improved, or the entity having control thereof, is a charitable, nonprofit, eleemosynary, philanthropic or civic improvement organization, whose recognized principles are directed to the betterment of this City, its inhabitants or the general public without expectation of monetary benefit or award to any of its members, and when any funds derived as a result of such construction will be applied by such organization for the humanitarian purposes described above. The Division of Building Inspection, however, shall make appropriate inspections as if such fees had been paid in full in each instance, and no construction standards shall be deemed waived.
   (b)   Council hereby delegates to the Mayor the duty to determine in each instance when such fees may be waived, applying the above standards to his or her judgment.
