No person shall be authorized to make sewer connections until he or she furnishes and files with the City a bond in the sum of five thousand dollars ($5,000) with good and sufficient surety to be approved by the Building and Zoning Inspector. The condition of such bond shall be that such person will indemnify and save harmless the City from all loss and damage that may be occasioned by accident caused by want of care, skill or attention on the part of the licensee or any one in his or her employ in the prosecution, protection or completion of any work involved in making such sewer connections or any opening made by him or her or the placing of any material in any street or other public way in the making of any connection with any public or private sewer, water pipe or drain as aforesaid. A further condition of such bond shall be that such person will promptly, at the proper time, replace and restore, or cause to be replaced and restored, the street and pavement over such opening to as good a state and condition as he or she found it previous to opening the same, or pay the City for having the same replaced and restored, as the case may be, and that he or she will conform in all respects to the rules and regulations which may from time to time be established by the Building and Zoning Inspector in connecting, tapping or extending any sewer, drain, water pipe or branch in the City.
