The established rates may be reduced for a property, other than a conventionally developed one or two-family property, where approved stormwater detention or retention has been implemented and is properly functioning. Review and analysis of these measures shall be handled on an individual case basis by the City Engineer. The maximum reduction shall be fifty percent of the established fee.
