289.05 DUTIES AND RESPONSIBILITIES.
   (a)   It shall be the responsibility of the Tree Commission to develop, administer and maintain a written plan to be known as the Master Tree Plan. Included in this would be an inventory of all trees located within the public right-of-way.
   (b)   The Tree Commission, when requested by Council, shall consider, investigate, make finding, report and recommend upon any special matter or question coming within the scope of its work. The Tree Commission shall study the problems and determine the needs of the City in connection with its tree planting program.
   (c)   The Tree Commission shall recommend to the Service Director the type and kind of trees to be planted within such City right-of-ways.
   (d)   The Tree Commission shall assist the Service Director, as well as City Council and citizens of the Municipality, in the dissemination of news and information regarding the selection, planting and maintenance of trees within the City. The Tree Commission shall periodically review the Tree Ordinance, and make recommendations to the Service Director for changes when deemed appropriate.
   (e)   The Tree Commission shall assist the Service Director and City Engineer, when requested, in reviewing residential, commercial and industrial subdivision development plans in order to ascertain the number and size of trees proposed to be removed from and the type of trees proposed to be planted within the boundaries of the proposed public right-of-way.
