(a) There is established within the Police Department of the City of Vermilion an Auxiliary Police Unit.
(b) The Director of Public Safety shall be the executive head of the Auxiliary Police Unit; shall make all appointments and removals of auxiliary police officers, subject to any general rules prescribed by Council by ordinance, and shall prescribe rules for the organization, training, administration, control and conduct of the Auxiliary Po1ice Unit.
(c) The Chief of Police shall be the commanding officer of the Auxiliary Police Unit and shall have control of the assignment, stationing and the direction of work of the members of the Auxiliary Police Unit. The members of the Auxiliary Police Unit shall perform only such police duties as are assigned by the Chief of Police and shall act only when in the prescribed uniform or partial uniform. The members of the Auxiliary Police Unit shall obey the chain of command of the Police Department and shall take orders from all regular appointed members thereof.
(d) Members of the Auxiliary Police Unit shall not be in the classified service of the City. The tenure of every member of the Auxiliary Police Unit shall he "at will" and may be terminated at any time, without cause and without prior notice.
(e) Members of the Auxiliary Police Unit shall not receive compensation from the City for their services as auxiliary police officers.
(f) The City shall maintain worker's compensation insurance for each auxiliary police officer.
(g) The City may pay for the initial uniforms and/or initial training of members of the Auxiliary Police Unit. However, if prior to the first anniversary of his or her appointment as an auxiliary police officer, a member resigns or is discharged without cause from the Auxiliary Police Unit, and such resignation or discharge is for a reason other than physical disability, then such member shall reimburse the City for any money expended by the City for such member's uniform and/or training.
(h) At such time as a member of the Auxiliary Police Unit ceases to be an auxiliary police officer, such former member shall turn over to the Chief of Police such former member's badge and uniform. (Ord. 2011-71. Passed 10-3-11.)
