(a) Sweepstakes Terminal Device. No person shall display or allow the use of any sweepstakes terminal device without first:
(1) Registering with the Ohio Attorney General's Office and obtaining a current annual certificate of registration from the Ohio Attorney General as required by R.C. § 2915.02(F) and/or a certificate of compliance, as required by R.C. § 2915.02(G), as applicable; and
(2) Filing with the City of Vermilion a certified copy of the current annual certificate of registration or compliance, as applicable, referenced in division (a)(1) of this section; and
(3) Obtaining a license from the City of Vermilion as provided in this chapter. A separate license from the City is required for each sweepstakes terminal device.
(4) Providing to the City of Vermilion, as applicable:
A. Not later than the 28th day of every month, a certified copy of the sweepstakes terminal device monthly report, as described by R.C. § 2915.02(F); and/or
B. Not later than the 28th day of June and of December of each year, a certified copy of the sweepstakes terminal device semiannual report, as described by R.C. § 2915.012(G).
(b) Sweepstakes Terminal Device Facility. No person shall conduct or operate a sweepstakes terminal device facility without first:
(1) Registering with the Ohio Attorney General's Office and obtaining a current annual certificate of registration from the Ohio Attorney General as required by R.C. § 2915.02(F); and
(2) Filing with the City of Vermilion a certified copy of the current annual certificate of registration referenced in division (b)(1) of this section; and
(3) Obtaining a sweepstakes terminal device facility license from the City of Vermilion as provided in this chapter.
