No applicant who has passed his or her registration test, if necessary, and has paid his or her registration fee shall commence work as either a contractor or subcontractor within the corporate limits of the City, until such time as a certificate, showing proof of Workers' Compensation has been posted with the Vermilion Building Department, or a written statement on their business letterhead giving the reason why they are exempt from carrying this coverage (e.g., sole proprietor, no other employees).
