If the owner of the building or structure refuses or neglects to comply with the order of the Building Inspector within the prescribed time, the City may elect either to enter upon the building or structure and furnish the labor and materials necessary to repair it to a safe condition, or to demolish the unsafe building or structure. The cost of the repairs or demolition shall be certified by the Director of Finance to the County Auditor of the county in which the building or structure is located, and the cost shall be a lien upon the property and shall be collected as other taxes.
